Biographical Note

The William Winter Institute for Racial Reconciliation was an internationally recognized healing and equity organization, established in 1999 and based at the University of Mississippi until 2018. It grew out of President Clinton’s One America: The President’s Initiative on Race, marking the first time a sitting president called for a national conversation on race not precipitated by a crisis.

An advisory board appointed by the president guided the work of the One America initiative. The board included faith and business leaders, politicians and historians, among whom was UM alumnus William F. Winter, who served Mississippi as governor from 1980-1984.

Winter was instrumental in making UM a listening stop on the advisory board’s calendar. In March, 1998, Winter joined advisory board chair Dr. John Hope Franklin, and board members Reverend Suzan Johnson Cook and Robert J. Thomas, then CEO of Nissan Motor Corporation, USA, for a series of community conversations at the University of Mississippi campus in Oxford.

Governor Winter worked with Susan Glisson at the University of Mississippi to arrange the only deep South dialogue of the initiative’s year-long series of events across the United States. The president’s staff hailed it as the single most successful event of the One America initiative. Its effectiveness inspired then Chancellor Robert Khayat to establish the Institute for Racial Reconciliation and Civic Renewal, renamed for Governor Winter on his 80th birthday in 2003.

Led by founding executive director, Dr. Susan M. Glisson, the Institute focused on racial reconciliation, community engagement, and youth leadership development. It sought to connect and empower local leaders, especially in communities haunted by histories of racial violence, to address social inequities using honest dialogue, trust-building and truth-telling.

The Institute operated under the umbrella of the University of Mississippi until 2018, when it became an independent nonprofit organization and relocated from Oxford, Mississippi, to the state’s capital in Jackson. Governor Winter and his wife Elise Winter continued to work with the Institute to promote racial justice and equality in Mississippi until their deaths in 2020 and 2021.

Additional historical information about the Institute can be found on the Institute’s website. The Winter Institute is perhaps most well-known for pioneering a community healing and equity process known as The Welcome Table. Using ingredients that include public rituals of acknowledging past harms, inner self-reflective work on attitudes and mindsets, building relationships of trust and respect, truth-telling and building new futures grounded in equity, justice, compassion and mercy, the Institute worked in many places of notorious racial violence. The Welcome Table process enabled UM to acknowledge and begin to repair its legacy of segregation and support of white supremacy; it supported citizens in Philadelphia, MS, to issue a call for justice that led to the first state conviction in 2005 of the 40 year old "Mississippi Burning" civil rights murders; and it guided a two year process in Tallahatchie County that led to the first public apology by Sumner, MS, citizens to the family of Emmett Till in the 1955 miscarriage of justice in the acquittal of his murderers. Those often unexpected but monumental shifts have prodded similar transformational work across the country and globe.

In December of 2021, in consultation and agreement with the family and estate of Governor Winter, the organization’s name became The Alluvial Collective. The goals of its work remain the same. The Welcome Table is stewarded by its creator, Dr. Glisson, who may be reached through www.sustainableequity.net; in the work of the Alluvial Collective; and in the lives of the community leaders who allowed the Winter Institute to support their courageous and inspiring efforts to bring justice and inclusion to everyone.

Democratic senator Gray Tollison, from Oxford, Mississippi, introduced the final version of the bill, SB2718, with 5 or 6 co-sponsors. The bill passed in the Senate, then the House, and was signed into law by Governor Haley Barbour in 2006.
