The collection contains Dr. Martha Swain’s research and manuscripts on Hubert D. Stephens who represented Mississippi’s Second District in the U.S. House of Representatives from 1911 to 1921 before moving to the U.S. Senate from 1923 to 1935.

Biographical Note

Martha Swain graduated from Starkville High School and Mississippi State College before obtaining her master’s and doctoral degrees in history from Vanderbilt University. She taught high school history in Florida before serving on the faculty at Texas Woman’s University and Mississippi State University. Swain is the author of Pat Harrison: The New Deal Years (1978) and  Ellen Woodward: New Deal Advocate for Women (1995); the co-author of  Lucy Somerville Howorth: New Deal Lawyer, Politician and Feminist from the South (2003); and co-editor of two volumes of  Mississippi Women: Their Histories, Their Lives (2003 and 2009). She has served as president of both the Southern Association for Women Historians and the Mississippi Historical Society and served on the review board of both the  Journal of Mississippi History and the  Journal of Southern History. In 2002, Swain received the 2002 Dunbar Rowland Award from the Mississippi Historical Society for her lifetime contribution to the state’s history.

Hubert D. Stephens was born in New Albany, Mississippi in 1875 and graduated with a law degree from the University of Mississippi in 1896. He practiced law in his home town, served as alderman for one year and as district attorney for the third judicial district from 1907 to 1910 before entering the U.S. House of Representatives in 1911-1921 where he eventually became chair of the Commerce Committee. In 1921, he ran against James K. Vardaman for a seat in the U.S. Senate on a platform supporting President Wilson’s conduct of the war. Winning the election, he served on the following committees: Claims, Commerce, Immigration, and Judiciary.

Scope and Content

The collection contains Dr. Martha Swain’s research conducted on Hubert D. Stephens for her article “Hubert D. Stephens: Mississippi’s ‘Quiet Man’ in the Senate, 1923-1935” for the Journal of Mississippi History 68:4 (Winter 2001). It includes manuscripts of Swain’s article, a speech, and an online publication related to Stephens. Because Stephens burned his congressional papers upon retirement, Swain located primary source material in other private collections, newspapers, and Stephens’ voting record.
