Historical Note
Prior to the Civil War, Smalley was a lawyer and a resident of Lomoille County, Vermont (letters sent to his parents in 1870 were addressed to Forestdale, Vermont). During the war, he apparently served as an officer in the Union Army and afterwards settled in Meridian in Lauderdale County, Mississippi. There, Smalley received appointment in 1867 to serve on the county's three member Board of Registration which enrolled qualified voters. The contents of the letterbook contain official material primarily relevant to his service in this Reconstruction office from 1867 to 1868, although a few letters to Smalley's parents date as late as 1870.

The letter book was bought from a book store in Port Townsend, Washington.

LETTERBOOK -- Pages are not numbered. To facilitate locating documents listed in the inventory, the first page -- "PAGE 1" -- will refer to the inside cover of the scrapbook and subsequent items will follow sequentially from that point forward to the inside of the back cover -- PAGE 93. Loose items found inside the letterbook have been removed to one of two envelopes.
