Biographical Note

Armis Eugene Hawkins was born in Natchez, Mississippi on 11 November 1920, Armistice Day. His parents, Mayfield and Lela Hawkins,
named him after the holiday. Mayfield Hawkins owned a dry goods store in downtown Natchez and obtained a degree of wealth
by trading land, houses, and businesses. At one point, he held 7,000 acres of land in Mississippi and Louisiana. However,
the 1927 Mississippi River flood followed by the 1929 market crash decimated his resources.

Mayfield Hawkins moved the family around Mississippi and Tennessee seeking employment before settling in Houston, Mississippi
where Lela Hawkins worked in her brother’s store. Diagnosed with tuberculosis, she moved to the state sanatorium in 1936 where
she remained until her death four years later.

Although his father moved to Jackson in 1936, Armis Hawkins remained in Houston, completing the local high school in 1938.
Afterwards, he joined the Civilian Conservation Corps, digging ditches and planting pines in Perry County.

Hawkins attended Wood Junior College for a semester in 1938-1939 before transferring to the University of Mississippi. After
completing the ROTC program there in 1942, he volunteered for the U.S. Marines. He fought as a private at Guadalcanal, returned
home for officer training, and shipped back to the Pacific theater as a First Lieutenant. After the war, the veteran returned
to the University of Mississippi, completing a law degree in 1947.

Hawkins opened a law practice in Houston, Mississippi and married Pat Burrow. Over the years, the couple had three children:
Janice in 1949, Jean Anne in 1951, and Jim in 1954. In 1951, the Mississippi Third Court District elected Hawkins district
attorney, a position he held until 1959. He made a name for himself across the state as a crusading and persuasive prosecutor
of bootleggers, beer joints, physicians who overprescribed narcotics, and the Ku Klux Klan. In 1959, he campaigned as a progressive
for the lieutenant governor’s office, but lost to racially conservative Paul B. Johnson Jr.

In 1960, Hawkins served as the Democratic Party state campaign manager for presidential candidate John F. Kennedy. Despite
dour predictions, he managed to come within 2 ½ percentage points of winning Mississippi for the liberal Democratic nominee.
Hawkins returned to his law practice in Houston where he served as attorney for the county board of supervisors and actively
promoted local economic development.

Voters elected Hawkins to the Mississippi Supreme Court in 1980 where he acquired a reputation as a principled and independent
jurist, a prolific author of opinions, and an excellent leader. In 1992, he wrote the majority opinion for the 4-3 decision
which permitted the state to retry Byron de la Beckwith for the 1963 assassination of civil rights activist Medgar Evers.

Hawkins served as Chief Justice from 1993 until 1995, guiding the state judiciary through significant reform. His first speech
to the joint legislature on the subject of overburdened caseloads contributed greatly to the creation of a court of appeals
system as well as an Administration Office of Courts. His second address discussed the subject of nonpartisan judicial elections
and the corrupting influence of money in judicial races.

After retirement, Hawkins returned to his Houston law practice. He remained active in the Mississippi State Bar ethics committee
where he was a driving force behind the “Rules of Professional Conduct.” Hawkins died of kidney failure on 28 February 2006.
A year later, his novel
The Grand Leader appeared in print, memorializing the north Mississippi hill folk of the 1930s.

Hawkins was a member of the American Bar Association, Mississippi Trial Lawyers Association, the Association of Trial Lawyers
of America, the Houston Jaycees, the Chickasaw Development Foundation, the Houston First Baptist Church, the Masons, the Order
of the Eastern Star, the American Legion, the Veteran of Foreign Wars, a Century Member, and the Boy Scouts of America.

Scope and Content Note

Judicial chambers papers are the case-related documents and court administration files that are distinct and separate from
official court records. Chambers papers provide valuable insight into court deliberations and the internal workings of the
judiciary. In addition, they are a source for examining a judge’s interaction with the bar, the press, and the public.

File Series I contains 22 boxes of case files. Case files hold material acquired prior to the issuance of a judicial decision,
such as case notes, draft memoranda and opinions, correspondence, and research. Researchers will particularly value the notes
taken by Hawkins during private court deliberations.

File Series 2 consists of 16 boxes of both court administration and professional files. Court administration files document
the business of running the Mississippi Supreme Court, whereas professional records may be more general in terms of judicial
and legal subjects. Topics include meetings on judicial conferences, advisory boards, and the bar; creation of the state appellate
court system; judicial reform and ethics; the personal judicial career of Armis Hawkins; Supreme Court budgets; judicial correspondence
dating from 1982 to 1995 (these include letters from within the Supreme Court and from the legal profession); and Hawkins’
appointment books from 1981 to 1995.

File Series 3 contains 2 boxes of subject files on topics ranging from Attorney Advertising to Child Evidence Rules.

File Series 4 is four boxes of personal files which include manuscripts, clippings, a typed draft of his novel
The Grand Leader, certificates, and personal correspondence. This file series also includes one box of financial documents that will remain
closed until 2015. Box 4 is an oversized box containing large certificates.

Arrangement

The Armis Hawkins Collection consists of five series. The container list preserves the original file labels. However, to facilitate
access, curators have added bracketed information to complete abbreviated words or acronyms. Brackets at the end of case file
titles also provide brief descriptive information on the subject matter as well as corrected case numbers (when necessary)
and the date on which the court issued its decision.

Curators also imposed some basic organization upon the collection by grouping files into four different categories: case files;
court administration/professional files; subject files; and personal files. However, a large portion of the original arrangements
were preserved within the case files as several batches of folders within received boxes seemed to share common themes.

The archives added the fifth file series in 2014, and it consists of files transferred from the Mississippi Department of
Archives & History. Contents include a number of files related to Justice Charles “Chuck” McRae; Supreme Court administrative
and case files; files related to
Mervin Sanders vs. State of Mississippi which Hawkins participated in after retirement from the Supreme Court; and personal folders related to his political campaign
for a seat on the Supreme Court, his swearing-in ceremony, and miscellaneous clippings from his time on the bench.

Acquisition Information

In July 2005, Armis Hawkins donated to the Archives & Special Collections forty-three boxes of files and other materials related
to his service on the Mississippi Supreme Court. In August 2008, Jim Hawkins, his son and estate executor, gave an additional
three boxes of files as well as a framed plaque commemorating Justice Hawkins’s appearance before a joint session of the Mississippi
Legislature to request the creation of a court of appeals for the state. At the request of Jim Hawkins, the Mississippi Department
of Archives & History transferred three boxes of Mississippi Supreme Court related material from their Armis Hawkins Collection
to the University of Mississippi in March 2009. Jim Hawkins donated an additional three boxes of files and publications in
June 2009.

Processing Information

Ellie Campbell, Stephanie McKnight, and Katrina Sims processed the Armis Hawkins Collection, completing it in March 2010.
Political Papers Archivist Leigh McWhite wrote the introductory notes for the finding aid. Material transferred from the Mississippi
Department of Archives & History were processed by McWhite in November 2014.
