Biographical Note
Haley Reeves Barbour was born on 22 October 1947 to Grace LeFlore Johnson Barbour and Jeptha Fowlkes Barbour Jr. He attended
the University of Mississippi but left his senior year to manage thirty of the state’s counties for Richard Nixon’s 1968 presidential
campaign. In 1970, Barbour was State Director of the U.S. Census in Mississippi. He graduated from the University of Mississippi
Law School in 1972 and joined a law firm in Yazoo City.
Barbour remained active in politics. After supporting Ronald Reagan for the Republican Party presidential nomination in 1976,
he ran the general election campaign for President Gerald R. Ford in seven southeastern states. Four years later, he worked
to elect John Connally as president.
In 1982, Barbour unsuccessfully ran for the U.S. Senate against incumbent Democrat John C. Stennis. Although endorsed by President
Ronald Reagan, he lost the race when Stennis garnered 64% of the vote. From 1985 to 1986, Barbour served in the Reagan White
House as Special Assistant to the President for Political Affairs and Deputy Assistant to the President and Director of White
House Office of Political Affairs. In 1988, he worked on the presidential campaign of George H.W. Bush who later appointed
Barbour to the Amtrak Board where he served from 1989-1993.
In 1991, Barbour cofounded BGR Group which quickly became one of the top lobbying firms in the country. He left the firm temporarily
in 1993 when he was elected chair of the Republican National Committee (RNC). During his tenure, the party gained majorities
in both chambers of Congress, increased the number of Republican governors to thirty-one, and tripled the number of financial
donors. Barbour created the party’s first television production unit and hosted a weekly talk show called “Rising Tide” featuring
Republican leaders from across the nation as guest speakers. Barbour returned to BGR in 1997 at the end of his stint as RNC
chair.
In 2003, the voters of Mississippi elected Barbour as governor in a campaign against incumbent Democrat Ronnie Musgrove. He
served two terms as governor from January 2004 until January 2012. Barbour’s platform focused on improving workforce skills
and attracting higher paying jobs to the state. He also enacted comprehensive tort law reform and balanced the state budget.
Barbour received national recognition for his leadership in the recovery of the state following the devastation of Hurricane
Katrina in 2005 and won reelection against Democratic nominee John Arthur Eaves Jr. in an overwhelming victory in 2007. He
also served as chairman of the Republican Governors Association from 2009 to 2011.
Speculation occurred that Barbour might run for president in 2012. However, he announced in April 2011 that he would not run.
Instead, he rejoined BGR Group and joined the Mississippi law firm Butler, Snow. In 2012, both the Mississippi Emergency Management
Agency headquarters in Pearl and the Center for Manufacturing Excellence at the University of Mississippi were named in his
honor.
Barbour and his wife Marsha have two sons: Sterling Barbour and Reeves Barbour.
Scope and Content
The bulk of the 2012 donation consists of personal material from Haley Barbour’s 2004-2012 tenure as governor of Mississippi.
These include correspondence, reports, publications, photographs, memorabilia, clippings, and speeches.
In 2015, Barbour added to the collection the digital files of 150 episodes of the GOP-TV television show “Rising Tide” from
January 1994 to January 1997. Barbour hosted an array of Republican guests to the program each week. The recordings also include
GOP-TV’s gavel-to-gavel coverage of the 1996 Republican National Convention along with a pre-conference special. The recordings
are available online in the
Haley Barbour digital collection.

Custodial History note
Haley Barbour donated the collection to the University of Mississippi in 2012. In 2015, he added digital recordings of GOP-TV
television episodes produced during his tenure as chair of the Republican National Committee.
