Biographical Note
Robert W. (Bobby) Moak was born on 13 July 1958 in Chicago, Illinois. He received an associate’s degree from Southwest Mississippi
Junior College in 1978, and a bachelor’s degree in public administration from the University of Mississippi in 1980. After
obtaining a law degree from Mississippi College in 1991, Moak established a personal injury law practice in Bogue Chitto,
Mississippi.
In 1983, Moak won election to the Mississippi House of Representatives as a Democrat in District 93 (Franklin, Amite, Lincoln,
and Jefferson Davis counties). In 1988, he campaigned unsuccessfully for a seat in the U.S. House of Representatives. Redistricting
in 1992 converted his representation in 1993 to District 53 adding Lawrence County and dropping Jefferson Davis County. Later
redistricting in 2002 added Pike County. Moak remained in the Mississippi House until Republican Vince Marigold defeated the
incumbent in the 2015 general election.
Over the years, Moak served on numerous House committees: Agriculture (1984-1991, 1993); Conservation and Water Resources
(1984-1991, 1993); Oil, Gas, and Other Minerals (1984-1992, 1994-2003); Transportation (1984-1987); Public Buildings, Grounds,
and Lands (1988-1991); Ways and Means (1988-1992, 1994-2015); Insurance (1992, 1994-2015); Judiciary B (1992, 1994-1995);
Executive Contingent Fund (1993); Public Health and Welfare/Public Health and Human Services (1993, 2004-2015); Public Utilities
(1993); Interstate Cooperation (1996-1999); Judiciary A (1996-2015); Investigate State Offices (Chair 2000-2003); Gaming (Chair
2004-2011); Medical Malpractice Insurance (2005-2007); Tourism (2005-2011); Banking and Financial Services (2008-2015); Select
Committee on Poverty (2008-2011); Select Committee on Philanthropic Development (2010-2011); and Judiciary En Banc (2010-2015).
As chair of the Gaming Committee, Moak led the effort after Hurricane Katrina to permit casinos to rebuild on land within
800 feet of the coast, thus reducing the costs of reconstruction and preserving thousands of jobs within the state. He also
helped to establish a credit reducing the high cost of car tags within Mississippi. Moak numbers the construction of Lake
Okhissa and the Mississippi School for the Arts among the numerous appropriations and accomplishments he championed for his
district.
Moak served as Democratic Minority Leader in the House from 2012 to 2016. An active member of the Council of State Governments,
he chaired its Selected State Legislation Committee from 2006-2015 and participated in its Henry Toll Fellowship program.
In June 2016, the Mississippi Democratic Party elected Moak as chair.
Scope and Content
The collection contains material related to his service in public office and his political campaigns. The contents of the
Legislature Series will include correspondence with constituents, lobbyists, colleagues, staff, as well as communications
from other state, regional, and national politicians. It also includes clippings, memoranda, drafts of bills, and reports
on a variety of public policy and political issues with an emphasis on subject matter that falls under the jurisdiction of
Moak’s committee memberships (see biographical note above). The Campaign Series documents news coverage, communications with
constituents, voter and donor lists, and other facets of running for office.
Due to his chairmanship of the Gaming Committee from 2004 to 2011, the collection is a rich resource for casinos and gambling
in Mississippi during this period.
Moak shared an apartment in Jackson with freshman legislator John Grisham and helped the future bestselling author to sell
the initial printing of his first novel, A Time to Kill. Grisham dedicated his 2009 short story anthology Ford County to Moak.
The Moak Collection contains evidence of their continued friendship scattered throughout the collection.
Arrangement
The collection is comprised of six series. Series 1: Legislature is arranged chronologically and dates from 1983 to 2015.
Series 2: Campaign is also organized chronologically and dates from 1983 to 2011. Series 3: Memorabilia contains artifacts
such as bumper stickers and event badges related to politics, Mississippi, and Moak’s legislative service. The oversized material
in Series 4 contains material removed from Series 1, 2, and 3. The container list for Series 5: Recordings and Electronic
Records provides format description and label information. Series 6: Photographs are stored separately from the collection
in Modern Political Archives Photographs Box 10, Folders 19 through 33.
