Biography

Born in Tallulah, Louisiana on 10 March 1909, Felton M. Johnston (known to his friends as “Skeeter”) grew up in Clarksdale,
Mississippi.

After graduating from the University of Mississippi in 1929, Johnston took a position as stenographer for U.S. Senator Pat
Harrison. When Harrison assumed chairmanship of the Committee on Finance in 1933, Johnston became an assistant clerk for the
committee. A year later, Johnston advanced to clerk, a position he held until 1941. During World War II, Johnston served for
two years as congressional liaison officer for the U.S. State Department before enlisting in the army. After the war, Democrat
senators elected him their party’s secretary. Johnston also served as secretary of the Committee on Platform and Resolution
at the Democratic National Conventions in 1948 and 1952.

In 1955, Johnston attained the highest administrative position in the Senate — Secretary of the Senate. Although past officeholders
had wielded tremendous political influence, Johnston rarely took such advantage. Senators and colleagues considered him a
congenial, hard worker who paid attention to detail. After retiring in 1965, President Lyndon B. Johnson appointed Johnston
to the American Battle Monuments Commission (an independent agency of the federal government which designs, builds, and maintains
U.S. military cemeteries and memorials in foreign countries). Johnston’s tenure on the commission lasted from 1965 to 1969.

Johnston was a member of the Burning Tree Country Club, the Metropolitan Club, the Alfalfa Club, the Jefferson Island Club,
the National Capitol Democratic Club, and several senate staff associations.

Johnston’s wife, Wanda Stippich of Norfolk, Nebraska, passed away in 1972. On 20 April 1973, Johnston died of a heart attack
in his Washington home. He was survived by two children: Wanda Wray Chatfield Putnam of Grand Junction, Colorado and Felton
M. Johnston Jr. of Washington, DC.

Scope and Content Note

The collection includes correspondence with numerous congressmen and other national figures; personal photographs as well
as signed photographs of noteworthy individuals; Johnston’s minutes of the meetings of the Democratic policy committee; diaries,
daybooks, and desk calendars in which Johnston kept track of his own schedule, the names of those who attended meetings, and
important events; a complete set of minutes of the Metropolitan Club, which counted many senators among its membership; and
material related to Johnston’s 1965-1969 service on the American Battle Monuments Commission.

Acquisition Information

Felton M Johnston Jr. and Wanda Wray Chatfield donated their father’s papers to the University of Mississippi in 1976-1977.
In 2005, they donated a small accretion of material related primarily to U.S. Senator Pat Harrison, including correspondence
with President Franklin D. Roosevelt and an original Clifford K. Berryman political cartoon. In 2009, Felton M. Johnston Jr.
gave additional documents, photographs, letters, and ephemera to the collection. In 2010, Wanda Putnam donated additional
items to her father’s collection. In 2015, Felton M. Johnston Jr. and Wanda Putnam donated the three books listed in the “Separated
Materials” note.

Processing Information

Edward M. Walters, University Archivist, coordinated efforts to sort and inventory the collection with the assistance of the
family’s representative, Edward P. Moore Jr., soon after receipt. Leigh McWhite, Political Papers Archivist, composed the
introductory fields in September 2006. During 2006-2007, student assistant Rachel Domm created a folder-level inventory for
boxes one through forty which the original finding aid lacked, and Alyson Kennedy completed a rearrangement of the files in
February 2008. McWhite processed the 2005, 2009, and 2010 accretions to the collection and updated the finding aid.

On permanent display in the Library Annex is an original political cartoon drawing inscribed by the artist C.K. Berryman to
Pat Harrison and dated May 1938. The cartoon caption reads “This Hurts Me a Great Deal More Than It Hurts You” and depicts
Harrison holding a hair brush with Roosevelt in knickers before the senator. 15″ x 14″ in black wood frame with glass. The
